trata métricas como evidência;

usa múltiplos sinais;

procura counter-metrics;

permite julgamento;

revê proxies;

mata KPIs obsoletos;

e não pune quem aponta divergência entre:

realidade.

Principalmente:

ela entende:

o objetivo é aquilo que queremos mudar no mundo; a métrica é apenas uma tentativa de perceber se isso está acontecendo.

Goal Substitution acontece quando um objetivo difícil e complexo é substituído por um proxy mais fácil de medir.

Proxies são úteis, mas podem virar objetivos se esqueceremos por que existem.

Goodhart explica como o proxy se deteriora ao virar meta.

Campbell mostra como bônus, ranking e punição aumentam a pressão sobre o indicador.

Goal Gradient pode nos fazer correr cada vez mais rápido em direção ao proxy errado.

Ratchet pode transformar desempenho no proxy em nova obrigação permanente.

Principal-Agent Problem aparece quando o agente é recompensado pela métrica e o principal quer o outcome real.

Moral Hazard aparece quando o custo da otimização cai em outro lugar.

Activity não é outcome.

Completion não é learning.

Uptime não é necessariamente service success.

Backup não é recoverability.

Approval não é segurança.

Badge não é competência.

CC=0000 não é integridade de negócio.

Deployment frequency não é valor.

E principalmente:
